Políticas públicas, sistema político y desarrollo local

Resumen

En el caso de algunos países, notablemente los del Este asiático, las Pymes han sido importantes en términos de su participación en la capacidad exportadora, así como por su papel como fuentes de innovación. Uno de los impactos más importantes de las Pymes locales en países como Taiwán, Malasia, Singapur ha sido el de generar. A partir del establecimiento de ciertas modalidades de vinculación con empresas extranjeras, un proceso de aprendizaje y asimilación que les ha permitido evolucionar en la escala tecnológica. En ese proceso han pasado de ser simples ensambladoras a tareas más complejas como el diseño de productos y el desarrollo de innovaciones. Este trabajo pretende identificar y examinar cuál ha sido tal importancia e impacto de las políticas específicas sobre Pymes y de las políticas más generales (de inversión extranjera, educativas y otras) en el establecimiento de dichos mecanismos, enfocándose en particular en el desarrollo de proveedores en los tres países mencionados.
